Canada’s Counter-Tariffs on U.S. Goods Take Effect Tuesday: September 6, 2026

OTTAWA — Canada’s dollar-for-dollar counter-tariffs on about C$27.6 billion of U.S. goods remain set to take effect at 12:01 a.m. Tuesday, September 8, covering steel, dairy, appliances, agricultural equipment, pulp and paper, and electronics at rates of 15, 25, or 50 percent matching U.S. measures, according to the Department of Finance Canada.

Prime Minister Mark Carney ordered the response after trade talks collapsed and Washington imposed a 50 percent tariff on a comparable value of Canadian goods. Goods in transit to Canada when the measures take effect are exempt. Ottawa later narrowed the list after industry feedback, including removing fish and seafood to limit domestic harm.

Trade talks have been frozen since late August. Carney has said Ottawa is ready to deal when Washington is serious, Reuters reported earlier this month.

U.S. Private Payrolls Rise Just 38,000 in August: September 3, 2026

Private-sector employment in the United States increased by 38,000 jobs in August, according to the ADP National Employment Report released Sept. 2, marking the slowest pace of private job creation since January.

Manufacturing, professional and business services, and information shed jobs, while education and health services, construction, and leisure and hospitality showed solid hiring. Goods-producing employment fell by 10,000, including a 17,000 drop in manufacturing; service-providing employment rose by 48,000, led by a 45,000 gain in education and health services.

ADP Pay Insights showed base pay rose 3.2% and gross pay was up 4.7% year over year for all private-sector workers. The July jobs total was revised from 44,000 to 46,000. The next ADP National Employment Report is scheduled for Sept. 30, 2026.

Markets weighed the soft hiring print against an inflation backdrop shaped by oil prices and Middle East tensions; this report does not cite specific Federal Reserve rate-odds percentages.

Chevron Plans $7 Billion Venezuela Expansion to 600,000 Barrels: September 3, 2026

Chevron Corporation announced agreements with Venezuela on Sept. 2 that establish updated terms for its joint ventures and support future investment and production growth in the country.

The company said the enhancements underpin joint venture plans to invest over $7 billion over the next five years, more than doubling production to approximately 600,000 barrels a day compared with 2026, with total costs of less than $20 per barrel.

Under the agreements, the Petroindependencia, S.A. joint venture, in which Chevron’s subsidiary holds a 49% interest, was assigned rights to develop the adjacent Carabobo-1 and Carabobo-2-South-A areas in the Orinoco Belt. Chairman and CEO Mike Wirth said the expanded position reflects confidence in Venezuela’s resource potential and thanked the U.S. Department of Energy and Secretary Wright for helping facilitate conditions for further investment.

Chevron said its three joint ventures have grown production by 15% year-to-date. The company described itself as one of the leading energy companies in Venezuela, with a presence dating to 1923.

Carney Tells Washington to Stop Memes Before Trade Talks: September 2, 2026

OTTAWA – Prime Minister Mark Carney told the Trump administration on Tuesday to “stop doing memes, stop throwing shade and stop trying to be tough” before U.S.-Canada trade talks can restart, a day after his Liberals swept three special elections.

“When the Americans stop doing memes, stop throwing shade and stop trying to be tough, and start being serious about having those discussions, we can have those discussions,” Carney told reporters. He said U.S. terms would have left Canadian industries as subsidiaries or “gradually wound down in Canada and wiped out,” and that Ottawa would not accept an “uncompetitive” autos deal or limits on Canada’s future trade pacts.

Talks collapsed Aug. 21. Washington then imposed 50 percent tariffs on roughly $20 billion in Canadian goods. Canada’s dollar-for-dollar counter-tariffs on nearly $20 billion in U.S. goods are due Sept. 8, with duties from 15 to 50 percent. Trump has pushed renaming Lake Ontario “Lake America.” Treasury Secretary Scott Bessent said Canada cannot go “tit for tat” with an economy 13 times larger.

Carney also called a Pentagon social-media jab at Canadian cadets “beneath their office.” The Liberal wins Monday lifted the party to 173 seats in the 343-seat House of Commons.

Stocks Slide as Iran Strikes Push Oil Toward $95: September 2, 2026

SINGAPORE – World stocks fell on Wednesday as fresh U.S. airstrikes on Iran and Iranian retaliation pushed oil prices to five-week highs, stoking inflation fears and deepening a global bond selloff.

Brent crude futures were last up 0.6 percent at $95.18 a barrel after briefly touching $95, Reuters reported. South Korea’s KOSPI dropped almost 4 percent and Japan’s Nikkei 225 fell 2.9 percent. Europe’s STOXX 600 slipped 0.3 percent. Wall Street futures pointed to another weak open after Monday’s one-month lows.

The U.S. 10-year Treasury yield rose to 4.8182 percent, its highest since November 2023. Traders assigned roughly a two-in-three chance of a 25-basis-point Federal Reserve hike at the Sept. 16 meeting, up from 37 percent a week earlier, per CME FedWatch. UBS strategist Kiran Ganesh said faster yield rises were starting to pressure equities after markets had shrugged them off.

The dollar index edged up near its highest since Aug. 17. Investors now watch Wednesday’s ADP payrolls, Friday’s jobs report, and Sept. 11 CPI, plus ECB and Bank of Japan meetings, for how hard major central banks will lean against energy-driven inflation.

White House Details Venezuela Oil Joint Venture: September 1, 2026

WASHINGTON — The White House on Monday filled in the Venezuela oil arrangement President Trump called the biggest in history: a joint venture with North American Blue Energy Partners covering 17 fields and about 65 billion barrels, with the Pentagon’s Office of Strategic Capital taking a 35 percent stake.

The fact sheet, reported Tuesday, said interim President Delcy Rodríguez is giving NABEP 100-year rights over the fields. The United States is guaranteed the right to buy 20 percent of output at cost through the State Department, plus a right of first refusal on the rest. Defense Secretary Pete Hegseth and Secretary of State Marco Rubio signed the U.S. side. The White House said the deal secures “our energy dominance for the next century.”

NABEP is controlled by Venezuelan businessman Alejandro Betancourt and is already the second-largest private operator in Venezuela, behind Chevron. The company has pledged up to $100 billion in new oil infrastructure. The White House said most of the incremental fields had been run by Russian or Chinese firms or by associates of former presidents Nicolás Maduro and Hugo Chávez.

Trump said Monday that pump prices would not fall immediately and that “if it was two years, you know, that’s a short period of time.” He said Venezuelan barrels would also help refill the Strategic Petroleum Reserve. Rodríguez has framed the arrangement as sovereignty-preserving investment. Separate company talks, including with Chevron, continue. No full contract text has been published. Al Jazeera reported the fact sheet, citing the White House, AFP, AP, and Reuters.

Bessent Opens G20 Finance Meetings in Asheville: August 31, 2026

ASHEVILLE, N.C. — Treasury Secretary Scott Bessent opened the Group of 20 finance ministers and central bank governors meetings at the Grove Park Inn on Aug. 31, 2026, launching two days of talks that run through Sept. 1 under the U.S. host year.

The Asheville session is a waypoint toward the G20 leaders summit scheduled for Dec. 14-15 in Miami.

Bessent framed the U.S. agenda around growth. “Economic growth is again the north star of our policies at home and our leadership on the world stage,” he said in an official post from the meetings, adding that the administration is “getting the G20 back to basics by restoring the purpose for which it was founded.”

The Treasury secretary posted the picture from Asheville.

The growth message sat alongside a heavier agenda. The Associated Press reported that Bessent pressed counterparts on Iran sanctions enforcement under the Treasury campaign known as Operation Economic Outcast, on shipping and energy flows through the Strait of Hormuz, and on tariffs and sovereign debt.

Coming up: G20 leaders are scheduled to meet Dec. 14-15 in Miami. Track it on the Journal of Occurrences Watch page.
